Clear water is not necessarily safe water. A full picture needs three kinds of analysis.
Physical
What you can sense or measure directly: colour, odour, turbidity, pH, conductivity and TDS.
Chemical
Dissolved substances such as hardness, alkalinity, chloride, iron and nitrate.
Microbiological
Indicator organisms such as total coliforms and E. coli, which signal possible faecal contamination.
Each answers a different question, and a good result in one does not replace the others.
